Why HB25-1259 Matters
Colorado is recognized worldwide for its exceptional reproductive health care ecosystem. This has allowed thousands of individuals and families to build their futures here. However, out-of-state special interest groups are attempting to impose restrictive mandates that could limit reproductive options and prevent families from accessing the inclusive, high-quality fertility care they deserve. These efforts mirror the push behind SB22-224 and include proposals that:
Require medically unnecessary interventions
Mandate excessive reporting not aligned with national medical standards
Jeopardize donor confidentiality beyond reasonable protections
Reduce fertility options, disproportionately impacting low-income families, LGBTQ+ families, and families of color
How HB25-1259 Protects Fertility Care
This bill addresses these concerns while maintaining critical safeguards, including:
✔️ Ensuring donor-conceived individuals can access medical and donor information at 18
✔️ Retaining responsible limits on the number of families per donor
✔️ Preserving donor and recipient families’ right to education and informed decision-making
CFA proudly supports HB25-1259 as a necessary measure to protect and expand fertility care access in Colorado. We remain dedicated to ensuring that all Coloradans have the ability to build the families they dream of, without unnecessary restrictions or barriers.
Why CFA Supports HB25-1259
At Colorado Fertility Advocates (CFA), we are committed to expanding and protecting equitable access to reproductive and fertility health care. HB25-1259 aligns with this mission by reinforcing Colorado’s position as a leader in reproductive health and ensuring that individuals and families continue to have access to the fertility care they need.
Continuing Our Advocacy for Family-Building Rights
CFA was instrumental in the passage of the Colorado Building Families Act, which expanded fertility treatment access. We believe HB25-1259 builds upon that progress, further solidifying Colorado as a reproductive health refuge. This legislation safeguards the ability of all Coloradans—regardless of race, gender, sexual orientation, or income—to pursue family-building options.
Addressing Emerging Threats to Fertility Care
The national landscape for reproductive health care is increasingly uncertain. Additionally, unintended consequences of Senate Bill 22-224 (passed in 2022) have created unnecessary barriers to fertility treatment in Colorado. HB25-1259 takes the necessary step of protecting the right to fertility care in our state.
